Parts-per-million (ppm) and percent are both ways of expressing a proportion — percent is parts per hundred, ppm is parts per million. Since a million is 10,000 times a hundred, 1% = 10,000 ppm. To convert ppm to percent, divide by 10,000.

Scientists switch to ppm instead of percent specifically because it stays readable at very small concentrations. Writing '0.0005%' is easy to misread; '5 ppm' is not.
